JSD orders major reshuffle of 116 Mechanical Wing Officers

Transfers, postings and additional charges ordered across Jammu, Kashmir and I&FC mechanical divisions

Jammu: The Jammu and Kashmir Government has ordered a major reshuffle of officers in the Mechanical Wing of the Jal Shakti Department, transferring, posting and assigning additional charges to 116 officers with immediate effect.The orders have been issued under Government Order No. 173-JK (JSD) of 2026 dated October 1, 2026, in the interest of administration and consequent upon the placement of Assistant Executive Engineers (Mechanical) in the Jal Shakti Department.

The extensive reshuffle covers officers posted in PHE Mechanical divisions, Mechanical Irrigation divisions, Ground Water Drilling, Quality Control and Procurement, Irrigation and Flood Control mechanical circles and other related establishments across Jammu and Kashmir.

In the Jammu region, several changes have been ordered in PHE Mechanical divisions North, South and Rural Jammu. Narinderjit Singh has been posted as Technical Officer to the Executive Engineer, PHE Mechanical Division North Jammu, while Atul Mahajan has been posted to PHE Mechanical Sub-Division Dhountly. Jasvinder Singh has been shifted to PHE Mechanical Sub-Division Shakti Nagar (Medical), North Jammu, while Jatin Talwar has been posted to PHE Mechanical Sub-Division Company Bagh.

Among other significant postings, Akash Sharma has been posted as Technical Officer to the Executive Engineer, PHE Mechanical Division South Jammu, while Kamaljeet Singh has been posted to PHE Mechanical Sub-Division-I, Boria. Ali Abuzar has been shifted to PHE Mechanical Sub-Division-II, Narwal, and Kulwant Singh has been posted to PHE Mechanical Sub-Division-III, Kunjwani.

The order also makes several changes in the PHE Mechanical Rural Division Jammu. Anshu Akash Gupta has been posted to PHE Mechanical Sub-Division-I, Bhalwal, while Harvinder Singh and Surinder Singh have been posted to PHE Mechanical Sub-Division-II and III (Akhnoor), respectively. Vikas Gupta has been shifted to PHE Mechanical Sub-Division-IV, Khour.

In the Ground Water Drilling Division, Gourav Swaraj has been posted as Technical Officer to the Executive Engineer/Stores, while Mohinder Singh Manhas has been posted to Rig Sub-Division-I. Ravi Kumar has been shifted to Rig Sub-Division-II and Pankaj to Rig Sub-Division-III.

The reshuffle also affects the Rajouri, Kathua, Udhampur and Reasi jurisdictions. Sukhchain Singh Baila has been posted as Technical Officer to the Executive Engineer, PHE Mechanical Division Rajouri, while Kem Raj Raina has been posted to PHE Mechanical Sub-Division Nowshera. Mohammad Azam has been posted to PHE Mechanical Sub-Division Rajouri.

In Kathua district, Jagdev Singh has been posted as Technical Officer to the Executive Engineer, PHE Mechanical Division Kathua, while Manish Mangotra has been posted to PHE Mechanical Sub-Division Kathua. Sanjeev Kumar Gupta has been posted to PHE Mechanical Sub-Division Samba-I.

Several changes have also been ordered in the Mechanical Irrigation divisions of Jammu. Bhanu Partap Gupta has been posted as Technical Officer to the Executive Engineer, Mechanical Irrigation Construction Division Jammu, while Paramveer Singh Bhatia has been posted to Mechanical Irrigation Construction Sub-Division Udhampur.

Harpreet Singh has been posted as Technical Officer to the Executive Engineer, Mechanical Irrigation Division Akhnoor/Nowshera. Vishal Khajuria has been posted to Mechanical Irrigation Sub-Division-IV, Ranjan, and has also been assigned the additional charge of Mechanical Irrigation Sub-Division-III, Rajal.

The order further provides for changes in the Tawi Pump House, Tube-Well Irrigation and RTIC mechanical establishments. Vikrant Gupta has been posted to Mechanical Irrigation Sub-Division-III, Jammu, while Rakesh Kumar Tickoo has been shifted to Mechanical Irrigation Sub-Division-IV, Jammu. Sheikh Nissar Ahmed has been posted to Mechanical Tube-Well Irrigation Sub-Division-II.

In the RTIC Mechanical Division Kathua, Anil Sharma has been posted as Technical Officer to the Executive Engineer against an available vacancy, while Rajinder Singh has been posted to Mechanical Sub-Division-I, Ujh Barrage. Zeeshan Akram, Vinod Kumar and Ajay Singh have also been assigned new responsibilities in the Kathua mechanical establishments.

The order extends the reshuffle to the Kashmir Valley, covering PHE Mechanical and Mechanical Irrigation divisions in Srinagar, Sopore, Awantipora, Baramulla, Budgam, Ganderbal, Anantnag, Shadipora and other areas.

Among the Kashmir postings, Tariq Ahmad has been posted to PHE Mechanical City Left Sub-Division Srinagar, while Muzamil Jan has been posted to PHE Mechanical City Right Sub-Division Srinagar. Shuja Hussain Qureshi has been posted to PHE Mechanical Construction Sub-Division Srinagar.

Nahida Rehman has been posted as Technical Officer to the Executive Engineer, Quality Control and Procurement Division Srinagar. Muneer-ur-Rashid has been posted to the Procurement Sub-Division Jammu under the Quality Control and Procurement Division Srinagar, while Sadiq Mohd and Sajad Ahmad Wani have been assigned responsibilities in Procurement Sub-Divisions-I and II Srinagar, respectively.

The order also makes significant changes in the PHE Mechanical divisions of South Awantipora and North Sopore. Aijaz Ahmad Rather has been posted to PHE Mechanical Sub-Division Awantipora, while Malik Mohd. Nassir has been posted to PHE Mechanical Sub-Division Shopian and Basharat Ibrahim Sheikh to PHE Mechanical Sub-Division Bijbehara.

Khurshid Ahmad Sheikh has been posted to PHE Mechanical Sub-Division Sopore, while M. Umar Farooq Wani has been posted to PHE Mechanical Sub-Division Baramulla.

The Mechanical Irrigation divisions in the Kashmir region have also witnessed a substantial reshuffle. Uzma Iftikhar has been posted as Technical Officer to the Executive Engineer, PHE Mechanical Rural Division Srinagar, while Jameel Ahmad Sheikh has been posted to PHE Mechanical Sub-Division Budgam.

Shafat Ahmad Beigh has been posted to PHE Mechanical Drilling Sub-Division-I Srinagar, while Aejaz Ahmad Khan has been posted to PHE Mechanical Drilling Sub-Division-II. Majid Hanief has been posted to the PHE Mechanical Water Works Division Srinagar.

In the Mechanical Irrigation Division South Srinagar, Reyaz Ahmad Mir has been posted as Technical Officer to the Executive Engineer, while Farooq Ahmad Ahangar has been posted to the New Lift Sub-Division Srinagar. Farhat Rasool Khan, Asma Rashid, Javed Rashid Pandit, Abid Bashir Wani and Masood Ahmad Wadeera have also been assigned new postings within the mechanical irrigation and flood-control establishments.

The order further reshuffles officers in the Mechanical Irrigation Division North Shadipora and Baramulla. Dildar Ahmad Dar has been posted as Technical Officer to the Executive Engineer, Mechanical Irrigation Division North Shadipora, while Rafi-Ul-Maqbool Dar has been posted to Mechanical Irrigation Sub-Division Shadipora.

Altaf Ahmad Najar has been posted as Technical Officer to the Executive Engineer, Mechanical Irrigation Division Anantnag headquarters at Awantipora/Pulwama. Raja Waseem Mohd Makroo has been posted to Mechanical Irrigation Sub-Division Padgampora and will also hold the additional charge of Mechanical Irrigation Sub-Division Anantnag.

In Baramulla, Abdul Rashid Javid has been posted as Technical Officer to the Executive Engineer, Mechanical Irrigation Division Baramulla, while Mohammad Yaseen Dar has been posted to Mechanical Irrigation Sub-Division Baramulla. Tariq Ahmad Lone has been posted to Mechanical Irrigation Sub-Division Pattan and Mohd. Ummar Shah to Mechanical Irrigation Sub-Division Handwara.

The order also assigns additional charge in certain cases. Besides Vishal Khajuria and Raja Waseem Mohd Makroo, Mohd. Asif Ali, posted to the Field Mechanical Sub-Division Baramulla, has been entrusted with the additional charge of the Transport Sub-Division Baramulla.

The government order also provides for the placement of certain officers in other establishments. Jashwant Singh has been posted to the Jammu and Kashmir Water Resources Regulatory Authority (JKWRRA), while Rajeev Kumar and Rahul Sharma have been posted to DIQC Jammu. Vikas Gupta has been posted to the Mission Directorate, Jal Jeevan Mission, Jammu, while Fouzia Farhat has been posted to the Mission Directorate, Jal Jeevan Mission, Kashmir.

The order directs all the officers concerned to join their new places of posting forthwith without availing any joining time.The extensive administrative exercise is expected to realign manpower across the Mechanical Wing of the Jal Shakti Department and its allied irrigation, flood-control, water supply, ground-water drilling and quality-control establishments in both divisions of the Union Territory.
