J&K Govt reconstitutes Panel to monitor departmental promotions

Committee to ensure timely promotions, address stagnation and fill vacancies across departments

Jammu: The Government of Jammu and Kashmir has reconstituted a High-Level Committee to monitor the conduct of Departmental Promotion Committees (DPCs) across all departments in the Union Territory.According to Government Order No. 895-JK(GAD) of 2026 dated May 11, 2026, issued by the General Administration Department (GAD), the committee has been reconstituted in supersession of all previous orders issued on the subject.

The committee shall comprise Mr. Anil Kumar Singh, IAS, Financial Commissioner (Additional Chief Secretary), Public Works (R&B) Department, as Chairman.Other members of the committee include Mr. M. Raju, IAS, Commissioner/Secretary to the Government, General Administration Department; Ms. Shabnam Kamili, JKAS, Commissioner/Secretary to the Government, ARI and Trainings Department; and Mr. Achal Sethi, Commissioner/Secretary to the Government, Department of Law, Justice and Parliamentary Affairs.

As per the order, the committee has been tasked with monitoring the timely conduct of meetings of Departmental Promotion Committees across all Administrative Departments and their subordinate offices.The committee will also address issues related to stagnation and prepare roadmaps for career progression of employees belonging to various services.

Further, the committee has been entrusted with ensuring the timely filling of promotional vacancies so as to avoid the need for ad-hoc promotions and assignment of additional charges.The order further stated that the committee shall be serviced by the concerned department whose agenda is under review during the meetings. The department concerned shall also record the decisions taken and submit consequential action taken reports to the General Administration Department for appraisal of the authorities.
