J&K Govt orders stopgap placement of 16 Engineers as In-charge AEEs in R&B Dept
Jammu:The Government of Jammu and Kashmir’s Public Works (R&B) Department has ordered the placement of 16 Assistant Engineers and In-charge Assistant Engineers (Civil) as In-charge Assistant Executive Engineers (Civil) on a stopgap basis, with immediate effect.As per Government Order No. 137-PW (R&B) of 2026 dated April 22, 2026, issued from the Civil Secretariat, the decision has been taken in continuation of an earlier order dated April 10, 2026. The placements have been made in the engineers’ own pay and grade, in accordance with the provisions of the J&K Engineering (Gazetted) Service Recruitment Rules, 1978, as amended.
The engineers placed as In-charge Assistant Executive Engineers include Syed Sayim, Muzamil Mushtaq Khanday, Bilal Ahmad Bhat, Himanshu Seth, Asif Iqbal Dar, Mohd Ishtayaq, Waseem Raja Ganai, Himanshu Adarsh (SC), Vikas Kumar (SC), Sahil Dogra (SC), Aneesh Bhagat (SC), Faheem Ahmad Ansari, Adil Rashid, Gulzar Ahmad, Sudesh Kumar Sargotra, and Mushtaq Rasool Pandit.
The order specifies that these arrangements are purely temporary and made on a stopgap or “look after” basis, without conferring any right to regular promotion or confirmation. Regular appointments will be made strictly as per the recruitment rules through the Departmental Promotion Committee (DPC) or the Jammu and Kashmir Public Service Commission (JKPSC).
It further states that the placements are subject to the outcome of any pending writ petitions before competent courts. The government has also reserved the right to revoke these arrangements without prior notice in case of adverse reports or if any eligible engineer from the relevant quota establishes a superior claim.The engineers will continue to serve at their current places of posting until further orders. Additionally, eligible officers will receive charge allowance as per the norms laid down by the Finance Department.
