J&K Govt Introduces Uniform Building Permission Fee Across UT

Srinagar, July 29: The Jammu and Kashmir Government has introduced a uniform Building Permission Fee Schedule across all Municipal Corporations, Municipal Councils, Municipal Committees and Development Authorities in the Union Territory, replacing the existing system under which different local bodies charged different rates. The order takes immediate effect.

According to Government Order No. 157-JKHUD of 2026, issued by the Housing and Urban Development Department, the move aims to bring greater uniformity, transparency, predictability and ease of doing business in the building permission process under the Jammu and Kashmir Unified Building Bye-Laws, 2021.

The new fee schedule prescribes ₹80 per square metre for residential buildings, housing colonies and public/semi-public buildings, while commercial and special category buildings, including PSP and industrial structures, will attract a fee of ₹270 per square metre. Mixed-use buildings will be charged ₹150 per square metre.

For residential buildings, the malba (debris) security deposit has been fixed at ₹3,000 as a lump sum, while other categories will pay ₹10,000. A compounding fee equivalent to 40 per cent of the applicable building permit fee has also been notified for permissible land-use violations, in addition to the normal building permit fee. Religious buildings have been exempted from the building permission fee.

The government has directed all Urban Local Bodies and Development Authorities to implement the revised fee schedule uniformly through the Online Building Permission System (OBPS)/AutoDCR platform. No authority will be allowed to revise or alter the prescribed fees without prior approval from the Housing and Urban Development Department.

The order further states that all concerned authorities must update their building permission procedures, public notices, citizen charters and online portals in line with the revised fee structure.
