J&K Govt Authorises 50% Revenue Budget Funds for FY 2026–27
Srinagar, April 1: As per an order issued by the Finance Department, the Government of Jammu and Kashmir has authorized the release of 50% funds under the Revenue Budget for the financial year 2026–27. The order, issued under Government Order No. 149-F of 2026 dated April 1, 2026, aims to ensure timely financial management and expenditure control across departments.
According to the order, the funds shall be released on a monthly basis at the rate of one-twelfth of the approved budget estimates through the BEAMS system. However, certain expenditure heads—including interest payments, food grain costs, snow clearance, UT share, and Disaster Response Fund—will be considered on a case-to-case basis.
The government has laid down strict guidelines for utilization of funds, emphasizing fiscal discipline and efficiency. Departments have been directed to rationalize non-developmental expenditure, ensure timely clearance of electricity and water dues, and adopt measures such as e-tendering and procurement through the GeM portal.
Further, the order mandates that all government transactions be conducted electronically, discouraging cash dealings. Departments must also prioritize clearing pending liabilities and ensure that expenditure remains within allocated limits, particularly during the last quarter of the financial year.
The Finance Department has also stressed transparency and accountability, directing regular monitoring of revenue collection, submission of monthly financial reports, and adherence to General Financial Rules (GFR) 2017. Funds for beneficiary-oriented schemes are to be disbursed through Direct Benefit Transfer (DBT) mode with Aadhaar linkage.
In addition, restrictions remain in place on unnecessary expenditure, engagement of casual workers, and diversion of funds without approval. Departments have been instructed to ensure outcome-based spending and avoid wasteful expenditure.
The order underscores the government’s focus on fiscal prudence, transparency, and efficient public service delivery in the Union Territory.
