JK Finance Department rolls out e-Sanction, Re-appropriation modules on JK BEAMS
Srinagar, Oct 7: The Jammu and Kashmir Finance Department has sanctioned the implementation and operationalisation of the e-Sanction Module and Re-appropriation & Surrender Module on the Jammu and Kashmir Budget Estimation, Allocation & Monitoring System (JK BEAMS) across the Union Territory.
The decision has been taken in reference to the SASCI Guidelines for 2026-27 issued by the Ministry of Finance, Government of India, particularly the provisions relating to strengthening public finance IT infrastructure in States. The two modules have already been developed and technically completed in JK BEAMS. showOrder (1)
Under Government Order No. 310-F of 2026, all concerned departments and authorities will prepare, process, approve and issue Administrative and Financial Sanctions through the prescribed digital workflow on JK BEAMS. Sanctions will be digitally signed by the competent authority through the e-Sanction Module. showOrder (1)
Similarly, re-appropriation and surrender proposals will be submitted, processed, examined and approved through the new digital module in accordance with applicable financial rules and delegated powers. Anticipated savings will be surrendered and funds reallocated in a timely manner through the system. showOrder (1)
The order further states that the status of sanctions and re-appropriation and surrender proposals will be made available online to concerned authorities, while digital records will be maintained for monitoring, verification and audit purposes. showOrder (1)
The Finance Department (Budget Division) will provide technical support for the rollout of both modules, aimed at reducing dependence on physical files and manual processing while ensuring a proper digital workflow and audit trail. showOrder (1)
