BRICS condemns April 22 Pahalgam terror attack, calls for action against cross-border terrorism

‎Declaration says those involved in terror, their support networks must be held accountable; rejects linking terrorism to any religion or nationality


‎New Delhi, Sep 12 : The BRICS countries have condemned the April 22, 2025 terrorist attack in Jammu and Kashmir, in which 26 people were killed, and called for stronger international action against terrorism, including cross-border movement of terrorists, terror financing and safe havens.

‎In the BRICS declaration, the member countries described all acts of terrorism as “criminal and unjustifiable”, regardless of their motivation, location or perpetrators.

‎“We condemn in the strongest terms the terrorist attack in Jammu and Kashmir on 22 April 2025, during which 26 people were killed and many more injured,” the declaration said.

‎The grouping reaffirmed its commitment to combating terrorism “in all its forms and manifestations” and said those involved in terrorist activities, as well as those supporting them, must be held accountable and brought to justice under relevant national and international law.

‎The declaration also called for zero tolerance for terrorism and rejected “double standards” in efforts to counter terror.

‎It stressed that terrorism should not be linked to any religion, nationality, civilisation or ethnic group, while underlining the primary responsibility of states in combating terrorist threats.

‎The BRICS countries further called for global counter-terrorism efforts to comply with international law and the UN Charter, as well as international human rights, refugee and humanitarian law.

‎The declaration welcomed the work of the BRICS Counter-Terrorism Working Group and its five sub-groups and called for deeper cooperation among member countries in countering terrorism.

‎It also urged the early finalisation and adoption of the Comprehensive Convention on International Terrorism within the UN framework and called for concerted action against all UN-designated terrorists and terrorist entities.(KNS)
